time is equal to the maximum number of entries cache can hold then no new entry can be read into the cache as there will
be no room in the cache until those entries are reset to purgeable state. This means space cannot be accounted for the new
user/database.

It is not allowed to execute LOGGING ONLINE ARCHIVE ON statement on a log-activated table again. It is not allowed to
activate the logging on new tables that were created after logging was activated on the database. It is not allowed to create
or drop indexes on log-activated table. It is not allowed to delete journal tables. It is not allowed to modify table header or
modify the version number in the table header. It is not allowed to merge delete tables.
